Blue Shield is pleased to announce their Q3 2025 rate book is now available.
The third-quarter 2025 rate action is a statewide average of 1.9%.
Q3 Renewals
Groups renewing in August will be available to brokers through Shield Renewals on Tuesday, April 8* while group-level changes can be made using the Employer Enrollment tool for renewals starting Thursday, April 10*.
For groups renewing in August and July will be available to brokers through Shield Renewals on Tuesday, April 15* while group-level changes can be made using the Employer Enrollment tool for renewals starting Thursday, April 17*
View all your groups renewal information by visiting the renewal center page while logged into your unique broker portal. Accessing the Shield Renewals link will allow you to review and download renewal information, access your groups renewal microsite, consider buy up or buy down options by using the medical choice chart and many more to help ensure a streamlined renewal experience for you and your group. The employer enrollment tool now has the added functionality of managing your group-level changes.

Plan Updates
Blue Shield is working in good faith to implement the various requirements of SB 729 for fully-insured small and large employer groups. They have engaged their clinical and legal teams to ensure they provide fertility services consistent with the bill’s requirements and intend to comply by July 1, 2025.
Coverage details are currently being reviewed by the Department of Managed Health Care (DMHC).
Once the DMHC approves their implementation approach, plan documents such as EOCs and SOBs will be updated and distributed accordingly for all fully-insured small and large employer groups that elect to offer fertility service in accordance with SB 729.
