Last month CHOICE Administrators sent updated information to ensure you were aware of the American Rescue Plan Act of 2021 (ARPA). As a reminder, this COVID-19 relief package covers a wide range of issues and includes new COBRA continuation coverage election, new COBRA enrollments, additional notice requirements, and premium assistance requirements.
CHOICE Administrators has received inquiries as to whether the 2nd Special Election Period applies to Cal-COBRA. They collaborated with their plan partners on this topic and would like to share additional information:
- ARPA did not create an opportunity for an extended election period for Cal-COBRA
- A Cal-COBRA AEI-eligible beneficiary must already have elected Cal-COBRA or be within their election period to enroll during the premium-subsidy period of April 1, 2021 to September 30, 2021, even if the triggering/qualifying event occurs during the subsidy period itself
