Health Net’s statewide average Q4 over Q3 rate changes are:
- A –2.8% decrease for Full HMO plans and a –1.5% decrease for Limited HMO plans
- A 0.6% increase for PPO HSA plans
- A -4.7% decrease for limited PPO (ECPPO) plans
Product Update
Health Net is expanding CommunityCare HMO plans into Region 19, San Diego. They are also expanding their PPO offering with 6 new plans: 3 new EnhancedCare PPO plans and 3 new Full PPO plans. The new PPO plans in both Full PPO and EnhancedCare PPO portfolios are identical, bringing it down to 3 new plan designs. Health Net will continue to allow groups to mix and match all HMO networks without pairing restrictions.

Underwriting Reminder
Salud plans can be sold with 2+ enrolled with no participation percentages to hit and no waivers. Salud plans can be sold alongside plans from other carriers. Enhanced Choice B PPO Package Promos:
- There is 35% Relaxed Participation for groups of 6+
- Groups of 10+ can submit an attestation form in lieu of a prior carrier bill, DE-9C, and payroll
- Groups of 6+ can submit a prior carrier bill in lieu of a DE-9C. Waivers are required.
Broker Bonus There is a $100 per-member bonus with no limit for new business whether the broker uses a GA or not.
